Country to Coast Queensland (CCQ) delivers the primary health network (PHN) program for Central Queensland, Wide Bay and Sunshine Coast on behalf of the Commonwealth Department of Health.  CCQ has an ambitious agenda to design and deliver world recognised primary health outcomes for the people in their region. Achieving this will require CCQ as a commissioning organisation to not only focus on primary health service provision, but also the environmental, social and cultural determinants of health which support communities to live their best lives. 

Our diverse and region covers 161,108 km2 from Sunshine Coast to Rockhampton and across to Emerald. The population in the region is just under 1M people with around 68% living regionally or remotely and more than 28% living in the most disadvantaged quintile.

Primary purpose of the position:
The Australian Government’s national mental health reform agenda aims to make the best possible use of all available mental health services and resources. The position supports the implementation of the stepped care approach across the Country to Coast QLD (CCQ) footprint from Sunshine Coast to Central Queensland. A key element of this approach is to shape the commissioning of services based on evidence-informed best practice for all people, including those requiring early intervention and self-help support through to those who need complex or more coordinated mental health care. 

The position will ensure CCQ funded services are person-centred and recovery focused in a way that responds to individual needs and preferences, while also addressing wider prevention or management issues that impact on critical psychosocial and/or clinical demands within the region. A key responsibility that will inform this activity is the implementation and design of various program measures across the footprint with key local, state and national stakeholders. Senior managers will be contribute to portfolios of work as required within the program context, these portfolios will be allocated based on the specialist skills within the team. These portfolios will include
specialty areas of:
• Social and Emotional Wellbeing
• Psychosocial support services
• Youth mental health
• Suicide prevention
• Alcohol and other drugs; and
• Intake, Assessment and Referral

Key responsibilities
• Lead the development and co-ordination of mental health reform associated
programs/projects across the region in collaboration with partner agencies, clinicians and the community
• Harness credible sources of information including the scientific literature, lived experience of people experiencing mental health or substance use issues, and input from health care providers to inform program design, evaluation and resource allocation
• Manage resources and competing priorities to progress planning, design and co-ordination of commissioned services and other supports
• Coordinate with partners to transition existing services and commissioning of new services and/or programs
• In partnership with key stakeholders, develop, implement and evaluate innovative services that enhance mental health reform which are responsive to the needs of the community, clients and carers and which reduce fragmentation of care
• Apply evidence based knowledge and understanding of the National and QLD health systems, the National Mental Health reform agendas, community health and service needs, service delivery, clinician challenges and clinical pathways in the design of commissioning activities.
• Complete other reasonable duties as required.

Key selection criteria
• Mental health service delivery and reform - demonstrated sophisticated
understanding of the sector and the reform agenda in Australia, including in
depth knowledge of best practice approaches
• Health systems integration – comprehensive understanding of the health and
social services sectors to identify opportunities for service integration and
innovation
• Program design, management and evaluation – demonstrated in depth
knowledge of sound approaches to designing, monitoring and evaluating
evidence based programs, including for example use of program logics and
ability to set appropriate KPIs
• Displays resilience and courage – creates a climate which encourages and
supports openness and genuine debate around critical issues
• Delivers results – identifies and removes barriers to the achievement of
strategic goals; adeptly sets team priorities and delivers results in a fast paced
and dynamic environment
• Thinks and solves problems – Engages in high-level analysis of diverse and
complex information to formulate effective and evidence based responses to
critical policy issues
• Manages reform and change – adeptly manages stakeholders, people/teams
through change processes; uses resources to ensure achievement of business outcomes
• Communicates effectively - communicates effectively to diverse audiences
using a range of communication approaches, both written and verbal.
Professionally represents the organisation in a range of forums, including
amongst clinical experts, the Government, and community members.
• Partnerships and collaboration – develops strategic, productive networks;
considers the environment; identifies opportunities for collaboration and
integration with stakeholders
